Ukraine and the U.S. Sign a Minerals Deal

On Wednesday, April 30, 2025, The Associated Press reported that the United States and Ukraine signed a minerals deal. The minerals deal sets up an investment reconstruction fund to explore and develop new deposits of minerals, oil, and gas in Ukraine.

The co-investment fund will be equally owned and managed by the United States and Ukraine. Any future weapons aid the United States sends to Ukraine will be considered a cash investment into the minerals fund, like a lend-lease.

The investment fund would exclude any natural resources Ukraine is already exploiting for revenue purposes. Therefore, the fund would need to explore new mineral (of which 55 have been agreed), oil, and gas deposits for future revenue and profit. It also does not have any restrictions that would preclude Ukraine from joining the European Union in the future.

Ukraine would deposit fifty percent of profits from all future government-owned resources sold, and the United States could contribute military equipment and other investments. No Profit from the fund can be withdrawn for the first ten years.

Upon signing the deal on behalf of the United States, Treasury Secretary Scott Bessent announced, “This agreement signals clearly to Russia that the Trump administration is committed to a peace process centered on a free, sovereign, and prosperous Ukraine over the long term. President Trump envisioned this partnership between the American people and the Ukrainian people to show both sides’ commitment to lasting peace and prosperity in Ukraine.”

On April 29th, the Trump Administration announced to Congress a plan to authorize the sale of $50 million or more in military equipment to Ukraine. This is the first time the Trump Administration has authorized military sales to Ukraine since coming back into office.

The American PAC welcomes any agreement between the United States and Ukraine that respects the past commitments that the United States made to Ukraine and protects Ukraine’s future sovereignty.  While this agreement does not give Ukraine the security guarantees Ukraine will require to maintain its sovereignty, it is an important step in the right direction, so we thank the Trump Administration for its pledged commitment to a free, sovereign, and prosperous Ukraine for the long term.
